· Designed and developed detailed test plans and itemized checklists. Performed field testing, reduced data and analyzed calibration and test data from mass transit Light Rail Vehicle EMC/EMI field testing to assure transit safety for the Baltimore MTA, Philadelphia PATCO and Boston MBTA. Reported technical results. Managed acquisition, assembly and debugging of specialized measuring and data acquisition equipment. Developed specialized instrumentation to improve testing accuracy.
· Conducted field troubleshooting for first article acceptance, on newly refurbished Philadelphia commuter rail (PATCO) vehicle control systems. We rapidly gathered data, analyzed it, excluded non-interfering subsystems then developed and tested a workable solution. Provided technical report of results.

· Analyzed and facilitated scale up process to take medical laryngoscope assembly from development stage to manufacturing turnover. Developed project scale up timeline, budget and resources needed estimates for two product lines. Estimated development and manufacturing costs. Audited labor and revised and reallocated tasks to reduce costs. Conducted the Process Failure Mode and Effects Analysis (PFMEA). Updated company processes and procedures to accommodate new growth.

· Facilitated technical product development, FDA regulatory process planning and finances for the VisionScope, an innovative mini-arthroscope and single use disposable uniquely designed for use in the physician’s office or the operating room and raised $ 5 million in Venture Capital funding for commercialization.
· Prepared product introduction plan, development budgets and financial projections including detailed revenue and expenses, cash flow and balance sheet with gross margins exceeding 80% and 5th year sales exceeding $ 200 million.
· Developed FDA 510(k) registration timeline and product rollout timeline to meet an aggressively planned release date. Prepared preliminary engineering specifications. Designed preliminary QC plan and developed resource and staffing plan, saving $ 30,000. Reviewed patents and prepared additional patent claims.

· Working across three contractors and two government agencies, analyzed and developed project plans, budgets, timelines and work breakdown structures which enabled timely deployment of the system on the US Treasury Department - BEP, Access Control, Video Surveillance and Intrusion Detection replacement. This was a $ 15 million project involving over 500 security cameras and hundreds of sensors.
